In short answer yes!
The long answer is if it fits your preference.
The 20 in the neck size, is the diameter of the neck in mm (millimeters).
The 400 or 410 is the neck style & length.
So the 20-410 Spray Top will fit the 20-400 Bottle, but will have a taller neck than a 20-400 and will sit a bit high. You may need to twist a bit tighter so it fits snug.
But this will not work Vice Versa, a 20-400 Top will not fit 20-410 Bottles. This happens because the top will not reach the bottom of the neck due to its smaller thread size.
